Wool over shirts instead of coats were extremely common with workers from the 19th century all the way through the 1920s. Over shirts were liked by workers because they provided both warmth and easy range of motion. This style over shirt was apart of US Navy Regulations for Enlisted Sailors but interestingly not officially issued so it was up to the sailor to produce or buy the shirt. The flannel over shirt is commonly seen in pictures of sailors during the World War I Era. This shirt is based off a period tailors draft and details mentioned in US Navy Regulations and includes such details as yoked back, button cuffs,  collared and long body.
